Surveillance video may be the key to locking up a man that local police say is a serial pervert.

The video showed a man allegedly exposing himself to several people at a St. Ann QuikTrip convenience store.

News 4's Julian Johnson discovered that it's not the first time Marvin Dean been accused of doing something like this and has prior charges for sexual misconduct.

Dean was released from jail last week for allegations similar to the recent indecent exposure accusation. Despite his criminal history, Dean has not been required to register as a sex offender.

In the newly-released video, Dean was seen passing by a female QT employee as he touched her with his genitals exposed, police say.

It's disgusting, it's sickening and it's definitely not going to happen in our town. We're not going to tolerate it," said Chief Aaron Jiminez with the St. Ann Police Department.

Investigators say Dean is accused of sneaking up on a woman as she filled a drink. According to the incident report, the woman said she turned around and Dean was behind her "holding his private parts in his hands."

"Not only did we find out in our investigation that he had been just released from for doing this but here he's out and he's doing this again," said Chief Jiminez.

According to case records, Dean was charged for the same crime in 2006 and again a few months ago. The mideamenor charges yielded light sentences and have also kept him off the sex offender registry.

Now, only a week removed from jail, officers hope this latest incident will bring a more severe punishment for the repeat offender.

Chief Jiminez said, "There's no doubt in my mind that when he's convicted of this that, the prosecuting attorney and the system will put him away for a long time."
