I was incorrect with my assumption that this pastiche of fragments was assembled by somebody at Schott who had acquired the rights to the notebook in question. Debussy actually recorded it, and there was some controversy having to do with Ravel. Interestingly the original intent was for this to be the second piece in the Suite Bergamesque, which was cancelled due to publishing rights. The other two pieces, Masques and L'Isle joyeuse were owned by Durand, or so I recall.
