Inertial propulsion, if successful, would simulate anti-gravity.

In this test, a vertical shaft spins two vertical wheels horizontally, while the wheels themselves spin vertically, with the tops of the wheels moving outward. The idea is that it will require more force to push the mass in the wheels downward further from the center of horizontal rotation than to lift the mass upward near the center of horizontal rotation. Since every action has an equal and opposite reaction, this should push the device as a whole upward.

The test unit was placed on its side with marbles between it and the floor to act as bearings. If the test was successful the device would move across the floor in a straight line. It did not.
