The Electro-Harmonix Bad Stone Phase Shifter give you three knobs to tweak your phase effect, and a toggle switch that puts the Bad Stone into Manual or Auto modes. When Auto mode, the bad stone works as usual, giving you control over Rate and Depth of your phaser. Then in manual mode, you can freeze the phase in one place, and adjust it from there.
