Baofeng BF888S scrambler - Video
PUBLISHED:  Sep 09, 2015
DESCRIPTION:
Of course you are not going to get a rolling code scrambler on a €10 radio from China - To be fair it works amazingly well for its price and is compliant with CEPT regulations when correctly programmed and used on authorised PMR (private mobile radio) frequencies

These allocations vary from country to country; and may require the end user to obtain a PMR license from the Communications Ministry (this isn't as difficult or expensive to get as it once was).

The Baofengs are also compliant for amateur frequencies [and widely used on them] but using scramblers is often (always?) illegal and against the spirit/concept of amateur radio.

I didn't post the link for the decryption software as the laws on sharing it are also different worldwide (even though it is a very basic form of frequency inversion) - big companies who can afford legal teams have had to stop funding events because of these issues.

f your country's laws permit it, searching online will turn up all manner of free software - some radio scanners even have the decryption function built in. [privacy/data protection laws still apply]
