Excel Formula help

Alright, someone has to know the answer to this. My googlefu is failing me. I want to return a static date. Basically when one column is changed to "yes", another column populates a date, but I want that date to stay the same date, not update once it hits midnight. I can't come up with a way to do that, every formula I can find returns today's date, or adds day + 1.

Am I going to have to write a macro?
